Prohibited LAN properties on Win XP

Hello All Brothers,
I got a problem with LAN properties on Win XP. When I tried to access LAN properties of a LAN connection, I have to face and warning message " You do not have sufficient right to Xxxxxxxxx". Actually, my account has admin right, but I can not access the LAN properties.
How can I fix that problem?

Have your computer logged onto a domain? That may be a problem. Try Log off and log on again by choosing to log on to computer in the welcome screen. Last time I also got similar problem, I think, in changing password policy and only after I log off from domain, I can change that setting.

Bro,
My network has no domain. Just a work group. I can not access properties from another new admin right account too. Can it be effect of windows registry?
